WebSM is a site dedicated to the methodological issues of Web surveys, but it also covers the broader area of interaction between modern technologies and survey data collection.  The site contains a database of software, a bibliographic database, a forum, and much more.  This is a great place to start (or come back) if you are looking for resources about Internet survey methods.

Designing Surveys and Questionnaires is a short tutorial that covers some of the basic issues involved in thinking about whether to conduct a survey and how to conduct one. 

The tutorial is based on the book Survival Statistics by David S. Walonick, and provided by the StatPac survey software company.

This is a short and useful set of lecture notes developed by Mack C. Shelley, II at Iowa State University.

"What is a Survey" is an overview of  survey research published by the American Statistical Association, written primarily for non-specialists. The booklet is designed to promote a better understanding of the steps involved in designing and implementing surveys, with a particular focus on those aspects that have to be taken into account when evaluating the results of those surveys.
